The Supreme Court reversed the judgment of the Court of Appeal and found that the environmental impact report (EIR) prepared for the community and specific plans for a large mixed-use development failed to adequately identify and evaluate future water sources for the development. The Court also found that potential impacts on migratory salmon in a particular river, disclosed in the final EIR, should instead have been incorporated in a revised draft EIR and recirculated for public comment.
