Blending sharp advocacy with creative thinking and her passion for building the Sacramento community she is proud to call home, Olivia Filbrandt works to advocate the interests of her clients through the permitting process and litigation.
Olivia adds to Thomas Law Group’s exceptional team. In today’s challenging economic climate, Olivia is able to develop both legal and creative solutions to secure successful and cost-effective results for clients by utilizing an informed and practical approach. Olivia’s practice is focused on all areas of land use and planning. Her experience includes Endangered Species Act, the California Environmental Quality Act, National Environmental Policy Act, the Brown Act, natural resources and environmental litigation, and public agency law.
Olivia’s passion for land use and development comes from her experiences growing up in Chico, CA as the protégée of two certified Master Gardeners, her father and grandfather. She has international experience in sustainable farming and frequently spends time in her own drought tolerant garden. A California native with roots in the Midwest and family in nearly in every state, when not advocating for her clients, Olivia enjoys spending time with her fiancé James and Golden Retriever, Holly.
Prior to joining Thomas Law Group, Olivia completed a research fellowship with the California Environmental Law and Policy Center at the University of California Davis School of Law. Here, she published papers on administrative procedures of the State Water Resources Control Board amidst drought exacerbated by climate change. Her other research focused on reformation of the Colorado River Compact. She aided instruction in Climate Change Law and Policy and Water Law courses. Before that, she was a law clerk at the California Governor’s Office of Research and Planning where she helped draft technical revisions to the CEQA guidelines pertaining to Tribal Cultural Resources and State Wildfire Areas.
Olivia earned her law degree at the University of California Davis School of Law where she was President of the Negotiations Team and excelled in moot court and trial practice competitions. She graduated with a B.A. in Socio-Cultural Anthropology at the University of California, Berkeley.
