Thomas Law Group senior counsel represents public and private clients in all phases of land use entitlement and permitting, from the administrative stage through project approvals and litigation.
Ashle specializes in environmental, land use, and natural resource litigation, including compliance with the California Environmental Quality Act, National Environmental Policy Act, Subdivision Map Act, California Endangered Species Act, and the Williamson Act. Much of her practice is concentrated on infill and mixed-use development throughout California, serving as legal counsel for cutting-edge projects that incorporate smart growth principles.
The comprehensive nature of her practice encompasses permitting and environmental review for large-scale master-planned communities, hospitals and medical campuses, industrial facilities, hotels and office buildings, retail development, residential subdivisions, and cannabis cultivation and manufacturing facilities.
Ashle traces her earliest interest in environmental and land use law to her childhood. While growing up in her hometown of Santa Rosa, she was immersed in development issues at an early age as part of her family’s real estate business. From these early beginnings, Ashle knew she had an appreciation for smart development and she turned this passion into a career. Prior to becoming an attorney, Ashle gained broad work experience in commercial development, retail leasing, mortgage brokerage, and property management.
Ashle’s charitable work reflects her dedication to the environment and to effective infill planning and development. She currently serves on the Advisory Board for the Children’s Museum of Sonoma County and, as the past Vice President, she worked with the City of Santa Rosa to secure necessary entitlements and CEQA review for the Museum’s new permanent location.
Ashle’s interest in land use planning is also reflected in her dedication to public service. Ashle was appointed to the City of Santa Rosa Planning Commission in February 2014 and currently serves as a member of the Commission. In March 2014, Ashle was appointed by the Mayor of Santa Rosa to serve on the Mayor’s Open Government Task Force and currently serves as a representative for the City’s Boards and Commissions. Prior to her appointment to the Planning Commission, Ashle served on the City of Santa Rosa Bicycle and Pedestrian Advisory Board. Ashle also currently serves on the Chamber of Commerce Advocacy Council, the Urban Community Partnership, and the Sonoma County Growers Alliance Policy Committee.
Ashle received her law degree from the University of San Francisco School of Law in 2001 and her Bachelor of Arts from the University of California at Santa Cruz in 1993. She is an active member of the California, Sacramento and Sonoma County Bar Associations and Sonoma County Women in Law. She is currently admitted to practice in all California State Courts as well as the US District.
Prior to joining Thomas Law Group, Ashle was as associate (2001-2006), a partner (2006-2010) and of counsel (2010-2012) with Remy, Thomas, Moose and Manley. Her law practice with Remy, Thomas, Moose and Manley focused on land use and environmental law.
Ashle was named a Rising Star in 2010 and 2011 by Super Lawyers, a rating service of outstanding lawyers from more than 70 practice areas who have attained a high degree of peer recognition and professional achievement.
